I blame microsoft and 3rd parties (especially activision) for the decline. Gaming used to be very varied with a whole of different genres coexisting (ps1/2 era) but military and scifi shooters got too popular and every developer but sony's 1st party and nintendo kept on releasing a variety of genres of games which all got sidestepped by the next overhyped shooter by microsoft, activision, ea, and then others trying to mimic their success with the same type of games. Now it's biting gaming in the ass as most people are getting bored of the same types of games over and over thus lower console sales.
