I think it's pretty much impossible for it to be the full 10%. People still have Kinects. It's not like you can make games and pretend those people don't exist, so there still has to be some power ALWAYS reserved for Kinect to function with the OS. It'll probably be more like 5%-8%.
And it'll help a little, but there's still no closing the gap between it and the PS4 in any significant way. It'll probably lead to slightly higher resolutions, like games that were in the high 700s could now be in the low 800s. That or they'll use to keep a steadier frame rate on more demanding games.
