GFW was a failure because it was a half ass effort. MS indeed benefits from having games on Windows, it encourages millions and millions of people to stick with Windows. You're downplaying how large the PC gaming community is.
Steam is cross platform, but the support for other platforms is abysmal compared to Windows. That discourages gamers from moving away from Windows.
Windows has little impact if any on Xbox, which is why MS allows ports on Windows.
