Move wasn't packed in with every PS4, was said to "essential to the PS4 experience", and that "Move is PS4, PS4 is move. They aren't separate systems. You have the RAM, Move, CPU, graphics card, disc drive HDD. They all make up the PS4". Move wasn't the vision for the PS4 this gen. Kinect was the vision for the XBone this gen.
