They were just walking right by him because they weren't Zombified yet. It looks like you get to walk around the village for a while before things truly break down. That's a nice touch, it means there can be plenty of scripted events in which villagers attack other villagers.

 also might add a nice NPC element to the game  it wil be nice not to have to be alone aganist an army of the undead
