For me the first is only let down by 30fps. See after playing Forza 3,4 and 5 all running at 60 fps going to titles like F1 2012, Horizon 1 felt slow and less responsive. I know they wanted to put more visuals in, but the gameplay is more important in a racer. Especially the FPS. 

Hopefully Horizon 2 is 60 fps. The game would benefit so much from this.

I believe you are going to be disappointed.  Horizon Goal is different from Forza and I am sure eye candy and effects like the first game will be more the target then 60FPS.  I would be very surprise if the game comes out at 60FPS.
