I am in part 3, chapter 10 on normal difficulty (beat the game on easy before), most of my characters in Ike's group have level 16-18, Micaiah's group has level 5-8. Characters I didn't use are Meg, Fiona and all Laguz. Ilyana was useful in part 1 to weaken enemies, but she's useless later in the game. Heather steals stuff, but that's about it.

It's the 3rd tier. Unlike most Fire Emblems where you get one promotion, you get 2 in Radiant Dawn. Also, what's wrong with your Heather? Poor stat gains? |
No offense, and dies easily. Sothe or Lothe are better, but assassin's are meh, imo. |
Lothe? Do you mean Volke? And no, Volke is not better. He doesn't have enough availability or levels to cap as much as he needs to meanwhile Heather has more than enough time to cap every single stat she has.
