I'm only a couple hours into WD (platinumed SS) but so far I'd say they're pretty equivalent in terms of quality. They also seem to have pretty similar strengths and weaknesses. Both have decent but not great story, but excellent world design and gameplay. The main difference is that the gameplay in Infamous is less varied, but very well executed, whereas there's a ton of variety in WD, but most of the execution ranges from good to okay.
