I don't think they mean PS4+PS3.

The viable numbers would be:

- PS3 + PS4 totalizing 17M between March 2014 - March 2015 or

- PS4 reaching 17M lifetime by March/April 2015

 

Of course, these are pretty conservative numbers. Other than that, they would have to do some bold predictions and I don't believe that. Like you said, probably it's the second option.
