I guess the guys at DF have super human eyes that can detect a 1 frame drop.

It isn't simply a 1 frame drop, it's a duplicate frame every second or so, which can cause a slight stuttering. Like most things in vein of it, people don't tend to notice until you specifically point it out to them. It's a lesser version of the gorilla in the room effect.

The second line you quoted also literally says "detracts just a little". Emphasis on the word "little".
