Are overrated games "good" games or are they bad?

Resident Evil 4 is over rated.

bad game in my opinion.

GTA is over rated.

Every game that the reviewer liked and you didn't

Would be considered by you over rated.

I think that also some games are under rated and should have gotten better reviews.

It's a matter of opinion.
