This ^, but I have another theory that goes with it too.
I notice a lot of people that say a game is overrated seem to be playing, say FF VII, recently. It's obviously not going to impress someone that is used to playing games with advancements in controls and graphics to play a PS1 game and say it's overrated. PS1 games as well as N64 games have aged the worst of any generation.
