When? I say never. The PS3's inability to expand past the core gamer wont allow it. Thus I forsee very Xbox/GC/PSP sales range. Anywhere from 20-40 million` I expext 360 to have very N64 esque sales putting 1m sales in Japan, 10m in PAL, and 20m hn Americas. I dont think the PS3 will be able to beat that. For PS3 very GC esque sales. 5m in japan, 9m in PAL, and 13m in Americas. That would it behind 360. PS3's inability to provide to 80% of the market will be its downfall.
