This is even before the PS3 Slim.
Generally speaking to be honest I don't think there's ever been a console in the history of gaming that's come back strong from sales this low 17-18 months into the life cycle. That's waaaaaaay too late in the game.
The PS3 also had the benefit of being one of the cheaper Blu-Ray players on the market for a time (which could also update its firmware), technically being relatively cutting edge for a while, and having 100% third party backing ... none of which the Wii U has going for it.

Hate to break it to you, but yeah, that's pretty much a forgone conclusion at this point. It will take a minor miracle to hit 20 million at this rate, which is an extremely mediocre LTD for a home console.

I've been watching the game business for 20 years, there is no console that's turned around to have good sales after this slow of a start in that time frame.
If there was to be a turn around it should have started with the $50 price drop + Zelda bundle last fall, built momenteum with Mario 3D World and Wii Party U, and then carried that momentum into this year with Wii Fit U and DKC: TF (all multi-multi-million sellers from last generation). But the Wii U has not even had one month above 100k in North America this year so far despite all that.
It's not my opinion so much as it is factual data and actual sales performance.
