The difference is that we've seen the actual impact, or lack thereof, that Wii U exclusives have had in Japan, the same can not be said for the PS4. We have data showing that the Wii U keeps on moving slowly even after bigger titles release but we have no such data for the PS4 yet. After MGS, Gran Turismo or something like Final Fantasy, we can start compiling data on the effects of bigger exclusives for the PS4 (with actual appeal in Japan, that is). Then again, we also need to see the impact of MK and SSB to know more about the Wii U's future here and elsewhere.
Besides; when all is said and done, it won't matter that much since the total lifetime sales for both consoles in Japan this gen will be fairly poor at best.
