Soriku just posted DLC stuff, this is the actual game aspect of it.
I don't mind charging for costumes because it's not mandatory. If you want to play dress up with your king, you can throw down a few bucks and do so. It's not vital to the gameplay, and you're not worse off without it. It's just an unnecessary accessory for those that want it.
