It's probably the 3DS, if they wanted to get a good chunk of the games' sales outside of Japan then the PS4 would make sense, but since DQ historically sells maybe 70-80% in Japan, I'd say it's unlikely that it's anything but the 3DS, unless someone incentivized them to do it on a different platform.
But I'll happily be proven wrong on this.
