From what I understood about that it seems to me they were scoring companies purely on what policies they have in place for these things. I think I remember a few years ago the core Nintendo company was ranked very high for the actual wages paid to the average employee. It's bureaucracy vs. actuality.

Having said that, Nintendo do outsource a lot to manufacture their consoles, so it would be a good idea to have policies in place to prevent them contracting with bad companies (but even when policies like that are in place they are only useful if the appropriate checks are carried out)
