First of all, Wii's sales started to falter when Nintendo began dropping support, not because of smartphones/tablets, which seems to be the quickiest and easiest thing some people always jump to these days, to explain any and everything to do with sales.

And also, Wii U is more like the GC than Wii. If Nintendo had actually built on the Wii maybe their console wouldn't be selling like shit.

Nintendo had support for their console, they still released a good amount of first-party exclusives every quarter.

It was third-party devs leaving the sinking ship, as casuals had found other ways of playing games.

Also, they did build on the Wii, that's why its called the Wii U, and it's also the reason why it is faltering so much. They used an old architecture to retain backwards compatibility, they kept the wiimote as one of the standard controllers, hell, even the console looks pretty damn similar.
