It is much more complicated than that. If you have simple cartoonish graphics, even PS2 could technically do 1080p 60 fps (if it could output 1080p). Heck, there were 1080p games over 15 years ago on PC.

Did you know that Gran Turismo 4 and Tourist Trophy indeed supported 1080i on PS2 if you had component cables? Not 1080p but i believe that was due to using component. Don't know about the framerate though.
