Attach ratio is probably one of the more useless metrics we have when analysing a game or consoles' success.

Sales of dedicated hardware are down. Sales of physical software are down. A developer is hardly going to be pleased with a high attach ratio if overall sales of their game are down, revenue is down and profit is down.

Now the digital download argument is a more interesting one, but unfortunately we have no reliable data. I can imagine that digital is huge on the handheld market though, just by virtue of convenience. It wouldn't surprise me if the download market meant overall software sales were actually remaining steady or even growing.
