It often falls out with third party games that the existence of the Wii U version is merely an afterthought, even in promotions. Since we don't even know a damn thing about the game yet, it's a bit early to make that call.
Given that it likely runs on the same engine as Black Flag, there's little reason for Ubi not to run a quick Wii U port. All the effort has basically been done.
