Because even dynamically allocated I.P addresses are limited in "range" via the ISP.

Indeed you can ban entire ranges but individuals are never provided a dedicated block range of IP addresses that are not shared with countless others.

Exclusive IPs and ranges of IPs are incredibly rare if not entirely unhead of now.  Businesses, of course, can receive them but not general customers.
