Ehh, That sounds pretty much exactly like what they tried to avoid with the integrated mic in Kinect. They could do that but I think the plan was to make it as easy as possible and not "if you want to use voice commands you first have to put a headset on your head to start the console with it or to navigate through the app while watching TV".

But for some games I think they could do it but that's more a thing of every single developer. When I played Rainbow Six on my original Xbox the voice commands to throw a grenade and clear the room and stuff like that worked pretty good for me. But for all the other stuff, using the headet doesn't sound like a great idea even if they could obviously integrate it for the 50 people who want to use a headset for that.
