It means that FFXIII is obviously better than FFIX simply because it came out 10 years later!

Everything that's "true in general" has exceptions. If you want to live in a pretend world where games aren't improving then that's fine. But if you play old games regularly as I do then you'd know the actual fact. Almost everything on PS2 is unplayable and clunky. (once again exceptions abound)
