If developers were up for gimping versions of their games for money I imagine the X1 wouldn't be in its current situation :p
Still, I agree it doesn't seem likely. If it is "true" an unlocked frame rate seems the most likely situation, but if that's the case I'd rather they bumped the visuals a bit closer to the PC version and lock it at 30fps. It's not like infamous where locking it at 30fps with a visual boost would require the creation of new assets, they already have them for WD :p
