Driveclub without PS Plus is like Titanfall without Live Gold. It's build around online and for online you need PS Plus. It seems like a dirty trick but at the same time hardly any harm is done.
More importantly they will probably change this since people are complaining, if it isn't as missunderstanding to begin with. So i wouldn't worry about it to much.
