Though maaayyybe, the likelihood of a blue shell goes up the longer the leader stays in first, or something, and if you're dominating you'll be hit more often. That speculation was based on no basis.

But were the people you were watching always in first place? If not, it'll be harder to notice the Blue Shell with how quick it flys by. Plus most footage doesn't show full races. Also, perhaps these Edge guys are actually very good at the game so they were always in first!

Admittedly they were probably at least half the time not in first nor were they far enough back to start getting blue shells themselves. So mileage may vary I suppose.
