I have a pretty hard time believing the "too many blue shells" complaint is legit. I've watched probably 3 hours of gameplay footage in the last 6 weeks and not seen anything like that. Some races I didn't see any blue shells.
So unless they last minute changed things... I don't think so.
Though maaayyybe, the likelihood of a blue shell goes up the longer the leader stays in first, or something, and if you're dominating you'll be hit more often. That speculation was based on no basis.
