Let's see....PS2 launch titles;

1.ESPN International Track And Field-a button masher, also out on the Dreamcast

2.Unreal Tournament-also out on the Dreamcast,with 8 player on-line play,even against PC folks-PS2 rating(77)-DC rating(90)

4.Silent Scope-also out on the Dreamcast,neither playable with a gun

13.Madden NFL 2001-rating(91)-Dreamcast- NFL2K1-rating(97)

23.NHL 2001-comparable to the 2K2 series,also on the Dreamcast

29.Ready 2 Rumble 2-also out on the Dreamcast

30.DOA2-Hardcore-also out on the Dreamcast,and looked a whole lot better then the PS2 version

Years later a Sony Executive would remark about "the dearth of quality titles at the PS2 launch" The hardware outsold the software for over 6 months due to it being the cheapest DVD player on the market,meanwhile the Dreamcast had over 100 quality titles that the true gamers were enjoying,but "John Q Public" wanted a DVD player,you all know how that turned out.

Ok but a lot of launches contain multiplatform titles. This isn't only the PS2 guilty of this atrocity. You seem to be ignoring a few good titles that were very well made. SSX was exclusive and was the first in what was and still is the greatest snowboarding series ever. There's also Tekken Tag Tournament, which many believe to be the greatest Tekken game. Timesplitters was a good FPS at a time when they weren't an oversaturated genre. Armored Core 2 was a respectable mech shooter. Both Kessen and Dynasty Warriors 2 were well recieved and not the boring critical messes they are now. Both games felt very fresh back then. Best launch ever? No, but better than most. It's not like launches are usually very good anyways.
