I can somewhat see your point, the cast was large and diverse enough that it can feel over-inflated at times, but the important characters were all well developed with rich and intriguing side-stories. Throughout the game it felt like a true ensemble of characters with varying motivations brought together by dire circumstances.
I still prefer FFVII and Chrono Trigger in terms of cast and story.
