1 frame difference, a higher resolution more than makes up that.

No what hes saying is 60 fps doesnt just affect what you see, it affects the input of controls as well. At 200 MPH @ 60 fps Your controller input is twice as accurate and twice as receptive too the gameplay your seeing. This is amplified if your using a Force feedback wheel.  @ 30 FPS the feedback too the wheel would be say every 10 metres of track. @ 60 FPS its every 5 metres of track. Allowing for much more refined feedback from bumps, curbs etc.

Allowing better control over the car and smoother adjustments.

That applies to all games though.

The same could be said about the resolution too. @ 1080p you have 1920pixels of steering accuracy, in 720p you only have 1280 (ofcourse it differs slightly depending on the camera's movement).
