Well the complaints I recall reading were from indie developers and were generally fiancial related. Perhaps they felt MS didn't give what was promised, they couldn't afford to do updates, or maybe it was difficult to get their game on Live Arcade. I assume those problems are getting resolved if not already.
When it comes to the actual game development, I've read MS has been easy to work with. And lets be honest, people pay attention to the developers that complain. Not the developers that had a positive experience.
