Where in those two articles does a Sony PR guy say how important 1080/60fps is? The first only mentions that 1080p/60fps is easier to achieve of the PS4 (which is true), and the second isn't a Sony representative at all, but a developer saying that Sony had been pushing for 60fps with them. In-fact in the second article it plainly states that not all titles are going to accomplish 1080p/60fps, and that it depends on the scale of the game in question.
Many developers, on both the PS4 and X1, have chosen better in-game fidelity over higher frame rates, as has been the case for several years. This is a trend that will continue for as long as the static hardware model exists with consoles, weather it be the PS3, PS4, or one day PS5.
