Well if they see you have the Blue Shell, they'll of course hesitate to use it! :L

But a person doesn't normally get a blue shell while in 2nd, so they'll be a few players away from first. What another player in second or third happens to throw for example a red shell, or if the person has good aim, a green shell and the person in first is about to get hit by one of those, will they continue to wait for the blue shell, even though they're gonna get hit by another shell or two? The horn only works once, and you'll likely not get it while already in first place. Tough decisions, saving the horn ONLY for Blue Shells and get hit by everything else, would it be worth it?
