My point is that arrogance is born from dominant and non-dominant positions alike. Meaning that in a competitive field with no dominant positions whatsoever, you will still encounter arrogance. Arrogance will always exist as long as people are involved.

You'll never eliminate it altogether, true, but there are certain circumstances where it's more/less likely to occur.
