I could be wrong, but with how many titles Sony published in 2007 it seems unlikely that all (or even most) of those pending games will be released in 2008; on top of that it seems unlikely that Sony has enough development resources lying around to have produced a decent number of unexpected games that are in a state where they're ready to be shown.

Basically, Nintendo has far more to show so will probably have the most (and potentially the biggest) surprise games to be announced.

Note: These lists were taking from IGN's release list, any game without a title (ie "Developer Project #1") was left off because that would be a game pending an announcement; no game with a 2009 release date is listed even though they may be announced (although Sony's 2008 line-up would indicate that they probably don't want to focus on 2009).
