Translate: They want to maximize the $60 sales.If they release on PC at same time, a lot of PC+console gamers will choose the PC for better price and graphics and their profit will shrink.
It's basically what Rockstar made with GTA V.They forced people on the $60 tag and when they finish to suck dry the console gamers they will release the game of the year edition(with all dlc and updates) on PC/curent gen/nextgen with a $60 price again.PC gamer will not buy with the excuse that "it's an old game"(they would wait steam sales anyway) and then Rockstar will say "see?! this is why we don't support PC!".
