"Won't be on PC at launch" means "I won't be parting with my cash on the game at launch".
As for the Playstation 4 and Xbox One, it is true, they are low-end PC's... But the software and advanced programmable interface's are extremely different, for instance despite PC's running Linux or MacOS a ton of work has to go into games to port them from Windows to those platforms.
They're missing out on a big market though with lots of cash, PC gaming is larger than all the next-gen consoles combined currently.
