Honestly given the degree to which NoA is directly controlled by NCL (less so than NoE, but still FAR more than back in the Lincoln/Arakawa days), we really haven't seen what Reggie's acumen could be. Although if he really was the guy calling the shots on the project rainfall games, it doesn't paint a pleasing picture.
