Microsoft's parity clause is not just about technical issues. Timing is also MS's bread and butter.

What if....

The developers failed to bring ASM2 Xbox One version within reasonable length of PS4 version. All they probably needed was a bit more dev time, but longer than Activision is willing to wait to release this game. MS's parity requires day and date release, they would want the entire game held for when the XBO version is ready. They couldn't come to agreement on this, not so close to release of the game, so it was scrapped all together.

MS is very strict about these rule sets as they are in place to keep them for being the short handed ones. They actively work against having done to them what they did to PS3 all gen long.
