No, they aren't undertracked. At least not for the reasons you're suggesting. Vgchartz is best thought of as an estimated, and not a firm number. It's pretty common for them to be a couple hundred thousand units above or below the actual number. But when official numbers are announced, vgchartz corrects the errors.
