I think many decisions were already made, the only conflict now is how some companies will change their plans because the Xbox One is not selling as high and/or as fast as some were expecting.
The support will continue if the engines work fine with the console, like Anvil Next, UbiArt and CryEngine 3, but the companies that use a different one like Frostbite 3 and Unreal 4, will not make the effort to port their engines, the money is not there.

The big question is what about Japanese developers? it seems Square-Enix is not considering the platform for the future but they play a dangerous game because their sales on the 3DS are pretty good and they cannot dismiss Nintendo at all. Capcom is a mixed bag, they have some good games out there like Ducktales, Resident Evil: Revelations and Monster Hunter Tri Ultimate,but their external studios outside of Japan and their new engine does not seem to support the console. Tecmo is working closely with Nintendo, but they don't have a big output, Konami is leaving money on the table by not being the only soccer game on the market (since FIFA is not available), but they don't seems to bother as many of their games are not being released for the console.

Lots of questions, but we will see soon enough.
