I agree completely. 12k consoles sold is nothing to sneeze at. Relative to population size, Japan is certainly still a significant market.
I also think "sleeping" would be a better term for the PS4 in Japan. The transition from the PS3 to the PS4 is going to take a lot longer than in the west.
