It depends on the context. A woman on a beach taking off her bikini top will be looked at in a different light to someone doing cosplay and showing a bit of cleavage. A picture of Katy Perry, topless, grabbing her tits will be looked at in a different light to a picture of a videogame character.
Certain avatars have been looked at and its been decided that they were "over the line". Yours was one of them. More are to come.

Topless men isn't automatically sexual. Mine was just taken from the Guardians of the Galaxy trailer, which is a movie I'm excited about. I'm perfectly fine with Chris Pratt having his clothes on in my avatar (so I changed it). If he was making a suggestive gesture instead of looking like he was about to punch somebody then I would agree that it was overtly sexual. But this just gives me the push to change my avatar to this one. So no problem. ^_^
