It sounds more like EA was shopping this around, basically trying to extort money from Microsoft and Sony. I don't believe for one second that they would not have funded the game themselves if neither console manufacturer had been interested.

This 100%.  Either that or Titanfall went through some messed up development.  On another note FUSE, which was shaping up to be a POS (Because of EA) got fully funded and released...
