'Warui' in Japanese means 'bad'. The letter L in Japanese is pronounced as an 'R'. Thus, 'Waluigi' in Japanese pretty much translates to 'bad Luigi'.

It's actually a pretty smart play on words, but only in Japanese. (I agree that if you don't know about this, it's a pretty terrible name.)
