It would be like me saying last gen, "720p 60fps will be the norm" , for the most part that's true, if they weren't so focused on squeezing as close to 1080p as possible and simply released these games at 720p most if not all would end up 60fps or as close to 60fps as they can get.

Next gen will be like that, but since 1080p will still be the norm the extra processing power will only be stretched so far by the minor resolution bump from 720-900p to 1080 leaving the rest for frame rates.

For Nintendo first party games yes, but not for third parties. Assassin's Creed 3 & 4, Splinter Cell, Batman Arkham City & Origins, Monster Hunter, ZombiU, Lego City, Need for Speed, etc were still 30fps on Wii U.
