That's because MK7's character roster was limited in general, hence the lack of Waluigi. Diddy Kong and many other Double Dash newcomers also weren't in MKDS, but still made it to MKWii, and we're already seeing that again with MK8, though all of them may not make it this time, but we only now know that. Prior to this screenshot, I'd always expected Diddy Kong to be in here, especially with Tropical Freeze boosting his popularity.

You could be right, and I hope you are because I really want Diddy in the game.
