What are you basing that on? I go for game mechanics, clever dungeon design, boss battles, fluidity of the overworld. Wind Waker doesn't excel at all of these imo. |
Personal experience. Wind Waker excells in all of those better than any game I've ever played, especially better than the other Zeldas.

I wouldn't go buying new systems for a series you've never tried. Buy a WiiU until the new original console Zelda comes out, if you end up liking the series. Wind Waker HD by itself isn't really worth it, if you're not into the series. |
I disagree completely. Wind Waker is probably the most accessable to beginners. It establishes it's own story built on the aftermath of it's predesessor, but you can play the entire game with no prior Zelda knowledge and get the most out of it because the story is so universal. And it's combat is the most polished and satisfying of any 3D Zelda game both before and after it.
Definitely play another Zelda game before Wind Waker before to get a feel for if you like that game, but honestly I'd kind of suggest avoiding Ocarina of Time untile after you've played Wind Waker. It's an amazing and iconic game, but it's slightly overrated because it hasn't aged nearly as well as people want to believe it did.
My suggestion is to play A Link Between Worlds first, and then once you fall in love with it buy a Wii U for Wind Waker HD, because it is currently the biggest reason to own a Wii U, especially if you've never played it.
